Consultation regarding evaluation tables in certificate reports issued for remote gambling devices

The Gaming Control Authority under the Ministry of Finance of the Republic of Lithuania (hereinafter – Control Authority) is presenting the public consultation regarding evaluation tables in certificate reports issued for remote gambling devices.

Gaming Devices Types Approval and Register Division of the Control Authority is evaluating certificates that are enclosed with applications to operate remote gambling devices.

Clause 5 of Article 16 of the Gaming Law of the Republic of Lithuania (hereinafter – Gaming Law) states that each gaming device and remote gaming device must have a certificate issued by accredited bodies confirming that the gaming devices comply with the requirements established by this Law and the Control Authority, <...>. Also, it should be noted that there is a well-established practice in accepting applications for the operation of remote gaming devices that test labs would be able to approve certificate compliance with the Gaming Law and the Requirements for Remote Gambling Devices (hereinafter – Requirements), and certificate reports might have references to additional certificates. If the main certificate reports contain such references to additional certificates then the Requirements evaluation table should be filled as follows:

1. If articles of Requirements were fully tested by the test lab who issued the main certificate and they meet Requirements then the evaluation table should be filled as “Pass”, “Comply”, etc.
2. If articles of Requirements were tested by the test lab who issued additional certificates and they meet Requirements then the evaluation table should be filled as “Pass”, “Comply”, etc., and additional comments should be added that Requirements were evaluated in the additional certificate in the certificate report.
3. If articles of Requirements weren’t tested by the test lab that issued the main certificate, we suggest to mark it in the Requirements evaluation table as “N/A” and additional comments should be added why it is not tested. If the evaluation of Requirements (N/A) was tested in additional certificates comments might be added that Requirements were evaluated in an additional certificate in the certificate report.

It is worth mentioning that all articles of Requirements should be evaluated which ensures that remote gambling devices meet necessary Requirements.
